About procurements
For purchases where the value is likely to be between £5,000 and £10,000 and an existing contract is not held, the Healthcare Commission will seek at least three written quotes from potential suppliers. Quotations are a less formal means of sourcing the market and purchasing against a clear specification, using value for money objectives.
For values in excess of £10,000, a minimum of three formal tenders shall be sought. Formal tenders will be regulated by the Healthcare Commission standing orders, the Healthcare Commission procurement manual and in accordance with procurement best practice. If the estimated value of the contract is greater than £100,000, EC Procurement Rules will be followed.
The EC Procurement Rules apply to public authorities and have the objective of opening up the public procurement market ensuring the free movement of goods and services within the EC. The rules set out detailed procedures for the award of contracts whose value equals or exceeds specific thresholds.
